Position Summary

Using strong leadership skills, clinical knowledge, and a thorough understanding of claims management, the Manager, Clinical & Early Intervention Services position will ensure that covered members with serious medical conditions receive the benefit support needed. This includes overseeing the Early Intervention and Disability Intake programs which support individuals during absence due to illness/injury, the Enhanced Special Authorization program which ensures appropriate medication management for specific chronic conditions and the Oral Health program for cancer patients and overage dependants with disabilities.  In addition, this manager will ensure clinical expertise is available to inform these covered members of ASEBP health and benefit strategies.   

Your Key Responsibilities

Ensure the department operations align with ASEBP’s strategic direction, objectives and culture set forth by the ASEBP trustees and the executive team.

  • Evaluate and report on progress of the department in reference to strategic direction.
  • In collaboration with the director, identify, monitor and report on key performance indicators.
  • Oversee change management within the department.
  • Using ASEBP project methodology, sponsor and/or allocate subject matter expertise to organizational initiatives and projects as needed.

Manage all aspects of day to day operations, ensuring excellent service in clinical and early intervention programs.  This includes team management, process improvement, risk mitigation and resource allocation.

  • Have thorough understanding of plan document and ensure team is trained in its interpretation.
  • Ensure members are informed of benefit options, and understand the support available to them through ASEBP.
  • Ensure processes across all programs are optimized to support member health and ensure plan sustainability. This includes ensuring appropriate adjudication, monitoring of treatment outcomes, supported return to work processes/claim renewals (where applicable) are in place and adhered to.
  • Provide guidance and support to the team ensuring they have the tools, training and resources to execute their work efficiently and effectively.
  • Manage team workload volumes and delegate accordingly. 
  • Oversee and continuously improve department workflows and processes.
  • Manage budget and resource allocation within department.
  • Identify, address, and mitigate issues and risks as needed.
  • Handle escalated member, employer group, or member representative concerns as needed.

Provide clinical information and expertise throughout ASEBP as needed.

  • Allocate clinical resources to support ASEBP wide initiatives, including but not limited to drug management strategies, oral health management strategies, stay at work strategies, and disability/return to work strategies.
  • Provide ad hoc expertise to other departments or projects as needed. 

Leadership and team development.

  • Ensure the team structure and functioning is optimized for service excellence.
  • In conjunction with Human Resources (HR), recruit, interview, orient and train new employees.
  • Ensure team members have the knowledge and skills to excel in their roles, and grow within their career pathways.
  • Provide regular coaching and mentoring to employees, ensuring they receive timely feedback to maximize their performance.
  • Ensure team is up-to-date on organizational policies, team processes and safety protocols.
  • In conjunction with HR, actively identify and create opportunities for employee learning and development.

Liaise with other departments to foster strong working relationships, seamless cross-departmental processes and meet organizational goals.

  • Work collaboratively across all divisions to ensure organizational effectiveness.
  • Alert relevant areas to trends and information that is discovered through member interaction.
  • Consult and collaborate with other teams/departments on development, improvement, prioritization, implementation and evaluation of cross-divisional business processes.
  • Work closely with Strategic Advisors to support communication and opportunities with key external stakeholders.

Build and maintain strong relationships with ASEBP external stakeholders and client groups.

  • Handle escalated member, employer group, or member representative concerns as needed.
  • Respond to external stakeholder groups who have expressed interest in ASEBP’s specialty programs, as needed.
  • Build strong relationships with employer groups to foster understanding of programs & services, and colloration in benefit and employer group interfaces such as return to work planning.
  • Liaise with, provide or present information to other stakeholders and partners as needed.

Your Education and Experience

  • Completion of a university degree in a health related field and be in good standing with the regulating body of their profession.
  • Five to ten years of experience in a leadership position.
  • Experience working with the Alberta education sector and in group benefits considered an asset.

A combination of education and experience may be considered.

  • Extensive experience in case management, particularly as it relates to disability management, chronic disease care pathways and drug management strategies.
  • Transformational leadership skills, including strong emotional intelligence, and the ability to effectively give and receive feedback.
  • Previous work in a unionized environment or with unionized client groups.
  • Strong interpersonal and customer services skill with an ability to communicate with various stakeholders.
  • Strong written and verbal skills with an ability to effectively communicate complex health and benefit information to a variety of audiences.
  • Exceptional prioritization and time management skills.
  • Ability to communicate in difficult situations.
