Improved Coordination with Multiple Dental Coverage Plans

Starting July 1, 2025, changes are coming to how dental claims are coordinated between multiple benefit plans. This change applies to covered members who either have access to two ASEBP plans in their household or are coordinating between an ASEBP plan and an external benefit plan.
This enhancement allows both plans to work together more effectively, helping reduce out-of-pocket costs while continuing to follow existing benefit limits.
What’s Changing?
When ASEBP is the secondary plan, covered members will now be able to claim eligible dental expenses under both plans, with improved coordination.
Any time ASEBP is a secondary plan, the remaining eligible balance will be covered as long as:

The total amount paid between both plans does not exceed the billed amount or ASEBP’s dental fee guide, and
-
The frequency and maximum limits (e.g., number of visits, or covered units per year) are not exceeded across both plans.
What This Means for You

If you have access to two dental plans, this enhancement helps reduce out-of-pocket expenses for covered members with multiple plans.

Coverage limits remain unchanged. This update simply ensures more effective coordination within those limits.
Example: Dentist Visit with Two ASEBP plans
You and your partner have ASEBP benefits as your primary plans, and you visit the dentist for a regular check-up. The dentist bills 1 full unit of polishing at $74.40.

Your ASEBP plan would update to cover ½ unit (half unit) and pay up to the eligible $35.77 under the current ASEBP fee guide

If you are covered on your partner’s ASEBP plan, their plan would also update to cover ½ unit and pay up to the eligible $35.77 as each plan would allow payment up to the cost of ½ unit

As the patient, you would pay the remaining $2.86 to your dentist office

You as the member would still be responsible for the amount left over from the combined coverage; however, this change helps reduce unnecessary out-of-pocket expenses when coordinating between two ASEBP plans.
The above is an example of when ASEBP is the secondary plan. Here, claim payments have been coordinated between both plans up to the maximum amount based on fee guidelines and without exceeding the bill amount.
